I want to make rocket launchers that either do no damage but still send players flying, or heal the player like in the Carnage Soccer gametype. I'm bumbling my way through Anvil (old anvil on OS 9) and can't figure out what I need to change to get either of those effects. Can someone help, or point me toward a guide that can? Thanks in advance.

Use a negative number for the projectile's damage. That should both heal the target and cause it to be forced towards the explosion.
If you only want the healing effect, use a damage type that does not have a kickback effect (like energy/oxygen drain)
If you only want the pulling effect, use the "absorbed" damage type.
