Is there one of these? When I google it I get strange things, and a few links for old Mac stuff.
I've found modern editors for all of Marathons other functions, Shape Fusion, PhysEdOne, OBED, atque, JUICE, etc.

Shapefusion doesn't let you import sounds, I tried. It's handy for exporting them though.
ShapeFusions sound GUI is pretty obtuse.
The other stuff doesn't work because I have WINDOWS!!!!!!

Well, I'd go for the good ol' mml and wavs myself. Lets you pick any quality you want, and you don't have to deal with programs, just a text editor.

MML sounds aren't resource managed like built-in sounds are--you will end up using memory for every sound you load, even if you only play it once. You also can't add sound slots like you can with the sounds file.
For these reasons, editing the sounds file is what I recommend. Unfortunately this does require access to classic Mac OS at the moment.
