At the very least, it would be wise for the person coming up with the story to be able to do the terminal text himself (let's assume someone else fills in the maps so it can be written around them). If you can't even do that, what hope is there that you can convey the story in a manner that gives the player tasks and missions to complete without having to rely on someone else to think of them for you?
When I started my project (which seems to be on extended hiatus until I can access my old Mac), I only told people I was working on it, and worked on some maps and took screenshots. THEN I started asking for help. And even if you can prove your work is well under way, don't expect a huge turnout of volunteers. Odds are the first scenario you complete will be on your own, and if it's any good then you can expect a better collaberation with other makers.
I'd say something more encouraging, but I'd have to see a darn good plot written out and presented in a fashion that would make me curious to imagine it in game form.
