If you suck at aiming and the enemy reacts immediately, yes. However, they don't always react immediately and I'm good at aiming.

Granted, if you don't have time to set up the shot, or if they see you, the shotgun is obviously the better choice.

At point-blank range, a single shotgun blast will kill a player with red shields. That said, the SPNKR is obviously a better long-range weapon, but it has the flaw that by the time a rocket reaches its destination, a smart player will already have gotten out of the way. The colour of blue fighters isn't actually included in the wall collections' colour tables for some reason. If you add that it'll make the texture with the marathon logo show up much better in Forge, rather than the pixellated bunch of crap you currently see in your third screenshot.
