When I try to send PMs I get the message "You are not allowed to use the messenger feature on this board".
Are these disabled on the board as a whole? Is it because my account is new and hasn't posted?

Yes, it was because your account hadn't been marked as not-spam yet. You're a full user now and everything should work.
